Qualification standards for emergency procedures for trained rescue specialists, service technicians and other employees in the onshore and offshore wind industry
A cooperation project of the Schleswig-Holstein training institutions BZEE Academy GmbH, Schleswig-Holsteinische Seemannsschule and OffTEC Base GmbH & Co. KG with the support of the government of Schleswig-Holstein with funding from the State Work programme and the European Social Fund (ESF).
This project is centred on the development and further development of qualification standards for trained rescue specialists and operatively active personnel for the safe performance of emergency and rescue action as part of the rescue chain in the field of offshore and onshore wind.
Project period: 1 May 2015 until 31 October 2017
The three Schleswig-Holstein training institutions OffTEC Base GmbH & Co KG, BZEE Academy GmbH and the Schleswig-Holsteinische Seemannschule have achieved a pooling of skills with the support of the state of Schleswig-Holstein in the shape of funding through the State Work Programme, and through the European Social Fund (ESF). The project began on 01.05.2015 and will end after an extension on 31.10.2017. Schleswig-Holstein is thus making an outstanding contribution to work safety and emergency rescue nationwide in such a way that its achievements can be applied worldwide.
International transferability of standards
Through the involvement of international stakeholders from Europe and overseas it is possible to examine the international transferability of the standards by comparing the respective national guidelines and where necessary testing existing emergency concepts and training.
The comparison of existing standards and the creation of new qualification standards for rescue procedures gives suitable training facilities the opportunity to in future provide high quality training courses based on the same standard and thus make a significant contribution to creating safe workplaces in this growing field of operations.
Profile matrices and personnel profiles for determining qualification requirements A profile matrix has been drawn up as guidance for decision makers, from which it is possible to derive the necessary qualification requirements for particular personal profiles. Whereby qualification modules that already exist and are established in the market but have not been dealt with in the project are marked in green. Qualification modules where necessary adaptations have been made in the project in relation to a consistent approach are marked yellow. New developments that are necessary because of survey results are marked red.
33 qualification modules have been newly developed or adapted on the basis of differentiated personnel profiles, both in the onshore and offshore areas, and have been intensively tested with the involvement of important stakeholders and in the scope of a project these have been performed as pilot courses with employees of rescue facilities and wind businesses.
